Kagy Boulevard

Bozeman, Montana

​Challenge: Kagy Boulevard is one of Bozeman’s busiest east-west corridors, connecting neighborhoods, Montana State University, and key destinations like the Museum of the Rockies. As Bozeman’s population grew, congestion and safety concerns increased for drivers, cyclists, and pedestrians. To address these issues, the Montana Department of Transportation (MDT), the City of Bozeman, and engineering consultant Sanbell (formerly Sanderson Stewart) launched the Kagy Boulevard – S. 19th to Willson project to improve mobility, enhance safety, and support all modes of travel. Big Sky Public Relations was engaged to lead public involvement, manage outreach, and ensure residents and stakeholders were informed and engaged throughout planning and design

 

​Approach: Building on earlier community involvement dating back to 2016, Big Sky PR developed an outreach plan that blended traditional communication with digital tools to reach residents, businesses, and partners. A dedicated project website served as a central hub for updates and event materials, complemented by email updates, press releases, and social media posts to keep the community informed. The team coordinated closely with city officials, the Museum of the Rockies, Montana State University, and other key stakeholders to maintain consistent, transparent messaging.


Public engagement centered around a May 2023 open house at Pilgrim United Church of Christ, where more than 50 community members reviewed design options and shared input through interactive boards. For those unable to attend, a video and presentation were posted online. Outreach expanded in August 2024 with a booth at the Bozeman Farmers Market, offering an additional face-to-face opportunity for more than 30 residents to ask questions and discuss ideas with project staff. Throughout the project, Big Sky PR managed nearly 100 direct communications with residents and media, responding to inquiries and ensuring accurate, coordinated information.

Results: The multi-year outreach effort strengthened community trust and helped shape a roadway design that reflects Bozeman’s growth and transportation goals. Big Sky PR’s communications encouraged broad participation and constructive dialogue, with residents expressing strong support for improvements that enhance pedestrian and cyclist safety, connectivity, and accessibility. 


While views differed on lane configurations, the community shared a common desire for safer crossings and better multimodal options. Media coverage and online engagement expanded the project’s visibility, and the farmers market event fostered meaningful, approachable interaction between residents and the project team.

 

Through consistent updates and responsive communication, Big Sky Public Relations helped gather valuable feedback and build shared understanding around Bozeman’s transportation priorities.
